Ukrainian Government Streamlines Import Procedures for Defense Manufacturers

The Cabinet of Ministers of Ukraine has simplified customs clearance procedures for Ukrainian manufacturers of weapons and military equipment importing foreign components.

This was reported by the Ministry of Defense of Ukraine.

Specifically, the procedure for confirming eligibility for customs duty exemptions for defense industry enterprises has been simplified during the customs clearance of components — materials, parts, assemblies, equipment, and accessories — imported for the production of defense-related goods.

“Today, more than 900 state-owned and private companies and over 300,000 people supply the military with weapons, equipment, and technologies. And it is in the state’s interest to promote their maximum productivity,” the ministry emphasized.

What exactly has changed

The updated customs clearance rules for goods required by the defense sector provide for:

  • the elimination of the requirement to submit a number of documents — they must now be listed in the customs declaration and will be provided only upon request by customs authorities;
  • the ability to submit classified documents in compliance with confidentiality protocols and additional information prior to filing the customs declaration;
  • the elimination of the requirement to submit copies of contracts, technical specifications, and other documents to customs three days prior to the start of customs clearance.

The ministry emphasized that this will accelerate the logistics of components as well as production processes at defense industry enterprises. This will allow manufacturers to supply finished products to the Ukrainian Armed Forces more quickly and increase the production of weapons and equipment.

The simplified conditions apply to defense sector enterprises, co-contractors of government contracts, and subcontractors in the field of defense procurement.

In early May, the Cabinet of Ministers approved changes to the procedure for coordinating international military aid during martial law. Now, the Ministry of Defense will be able to attract funds from donor states for procurement for all components of the Defense Forces.

From now on, the ministry will consolidate the needs of all components of the security and defense sector, including:

  • the National Guard of Ukraine;
  • the State Border Guard Service of Ukraine;
  • the Security Service of Ukraine;
  • and other units involved in the defense of the state.
