Russia is using electronic warfare systems stationed in Kaliningrad to influence the flight paths of Ukrainian drones attacking Russian territory.

This is reported by the British publication The Telegraph, as cited by the Finnish outlet Yle.

According to the journalistic investigation, Russian electronic warfare systems are jamming and spoofing GPS signals, causing Ukrainian drones to lose navigation accuracy and fly toward the Baltic states and Finland.

This involves GPS spoofing technology, where systems transmit fake coordinates instead of real ones. As a result of this interference, drones incorrectly determine their location and alter their route based on the distorted data, which significantly complicates the execution of their missions.

Russian electronic warfare systems deployed in the Kaliningrad region are creating serious navigation obstacles not only for drones but also for civilian infrastructure.

The region has seen regular disruptions to GPS and other satellite navigation systems, affecting aviation and maritime navigation in the Baltic Sea.

Analysts and government agencies in the Baltic states and Germany have repeatedly linked these incidents to the operation of Russian electronic warfare assets in Kaliningrad. This involves signal jamming and spoofing, which is the manipulation of navigation data to cause systems to determine a false location.

Due to such interference, ships in the Baltic Sea periodically experience errors in coordinates, deviations from their route, or loss of stable GPS connectivity, forcing crews to switch to backup navigation methods.

One such instance was the incident in September 2025, when the plane carrying Spain’s Defence Minister Margarita Robles to Lithuania encountered an attempt to jam the GPS signal used for its navigation.

In addition, a similar situation occurred in early September 2025 involving a plane carrying European Commission President Ursula von der Leyen. At that time, while the plane was approaching for landing in Bulgaria, its satellite navigation signals were jammed using electronic warfare equipment, putting it at risk.

Earlier, Militarnyi reported that Ukrainian intelligence has data confirming that the Russian side is deliberately diverting Ukrainian drones toward the Baltic region. Ukrainian Foreign Minister Andrii Sibiha explained that such incidents are subsequently used as part of information provocations.
