Russia’s Federal Security Service Says it Killed Two Russian Citizens Accused of Plotting Attack on Komi Oil Refinery

In Russia’s Komi Republic, security forces killed two residents of Ukhta accused of planning a drone attack on an oil refinery.

Russia’s Federal Security Service (FSB), as cited by ASTRA, reported both the incident and the killing of the alleged saboteurs.

According to the FSB, the men were allegedly acting on behalf of Ukrainian agencies and resisted arrest with weapons when officers tried to detain them near a hidden arms cache.

According to the agency, the killed men were allegedly planning to carry out a raid on a local oil industry facility.

The FSB claims that the suspects had already retrieved drones from a prepared storage site in advance.

The main oil refinery in the Komi Republic is LUKOIL-Ukhtaneftepererabotka (Ukhta Refinery).

The facility specializes in producing gasoline, diesel fuel, fuel oil, and other petroleum products. It is known that in 2020, the refinery processed about 2 million tons of oil.

Ukrainian drones attacked this refinery in February 2026, sending thick black smoke into the air.

Footage from the time showed drones resembling Ukraine’s long-range Liutyi models flying over the site. The refinery is located about 1,700 km from Ukraine’s border.

The Ukrainian Defense Forces have also successfully struck the Slavneft-YANOS oil refinery in the city of Yaroslavl.

The strike took place on the night of April 26. Drones hit facilities on the refinery’s grounds, including a vacuum distillation unit, triggering a large-scale fire.

According to local residents, dozens of explosions were heard in the sky, accompanied by flashes, suggesting that Russian air defense systems were likely active.
