Partner Countries To Receive Special Terms for Ukrainian Arms Purchases and Production

Ukraine has offered partner countries special terms for the purchase and joint production of drones, missiles, ammunition, and other domestically developed weapons.

Ukrainian President Volodymyr Zelensky announced this.

According to him, the government has already approved key areas of interstate cooperation and has also begun work on a mechanism for automatic permits for businesses to export weapons. At the interstate level, cooperation will be based on the principle of reciprocity: relevant agreements will define the framework for security cooperation, after which the process will move to the level of state institutions and manufacturers.

Ukraine is simultaneously simplifying bureaucratic procedures, while maintaining the appropriate level of export control, and creating practical conditions for companies to operate.

It is assumed that Ukrainian manufacturers will receive real access to partner-country markets provided that the needs of the Defense Forces are met as a priority. In some areas, excess production capacity already reaches about 50%.

The President stated that this is a direct result of state investment in the defense industry and the development of cooperation with partners.

The Ministry of Foreign Affairs, intelligence agencies, and the Security Service of Ukraine have been instructed to draw up a list of states to which exports of Ukrainian weapons will be prohibited because of their cooperation with the aggressor country.

The National Security and Defense Council of Ukraine will coordinate export policy. It must also guarantee that the needs of the security and defense sector are met first and that only surplus output beyond the state order is exported. The Ministry of Defense and the General Staff will determine specific requirements.

Earlier, on February 10, the president approved the composition of the interagency commission on military and technical cooperation and export control. On February 12, Ukrainian companies received the first permits to export controlled arms.

Back in November 2025, Rustem Umierov, Secretary of the National Security and Defense Council, and Oleksandr Kamyshin, adviser to the president, announced the restoration of a full-fledged mechanism for Ukrainian arms exports, primarily to countries with which Ukraine has concluded bilateral security agreements.

At the same time, despite the announced political decision, as of early February 2026, practical implementation of this mechanism remained limited. As a result of the presidential decisions, some steps in this direction have nevertheless been taken.

To clarify the reasons for delays in launching exports, specialized industry associations — the Ukrainian Council of Defense Industry, the National Association of Ukrainian Defense Industries, and the Technological Forces of Ukraine — provided comments on the existing barriers and problems in this area.
