The Kuwaiti Parliament has approved Law No. 66 of 2026, ratifying an intergovernmental agreement with Ukraine on cooperation in the military sphere and related fields.
According to Al-Anba, citing the official gazette Kuwait Today, the agreement establishes the framework for bilateral cooperation in the field of defense.
The document covers exchanges of visits by senior military officials and delegations, the development of military-technical cooperation, collaboration in the defense industry, logistics, scientific and technological research, as well as the exchange of defense-related information and the expansion of military education and training programs.
A separate section of the agreement is devoted to military-technical cooperation.
It provides for the possibility of procuring and supplying weapons and military equipment, their modernization and maintenance, licensed production of weapons, the provision of technical support, as well as the implementation of joint research and development (R&D) projects.
In addition, the parties will be able to carry out joint programs for the development, production, and promotion of defense products. The agreement also establishes procedures for protecting classified information and intellectual property rights.
The defense ministries of Kuwait and Ukraine have been designated as the implementing authorities under the agreement.
The agreement will enter into force after the parties exchange their final notifications. It has been concluded for an initial term of five years and will be automatically renewed unless either party notifies the other of its intention to terminate the agreement at least 90 days before the end of the current term.
The agreement has gained additional significance in light of Ukraine’s support for the Gulf states in intercepting Iranian kamikaze drones, as well as its demonstration of domestically developed weapons systems.
On March 7, 2026, it became known that the Gulf states, including Kuwait, had expressed interest in Ukrainian interceptor drones and submitted procurement requests to the Ukrainian company TAF Industries.
The company’s founder, Oleksandr Yakovenko, said that the United Arab Emirates requested 5,000 drones, Qatar requested 2,000, and Kuwait also expressed interest in acquiring these systems.
On March 27, 2026, defense ministries of Ukraine and Saudi Arabia signed an agreement on defense cooperation.
