Russia Announces Start of Mass Production of Volna Kupol Garant EW System to Counter Starlink

The Russians have announced the start of mass production of the Volna Kupol Garant electronic warfare system, designed to jam Starlink satellites.

This was reported by the Russian news agency TASS.

“The ‘Volna Kupol Garant’ system has proven effective, and we have begun to scale it up and produce it in series. Now, quantity has given way to quality, and, in essence, we have shut down Starlink’s operations everywhere we need to,” a source in the Russian defense industry told the publication.

The invaders stated that Russia reserves the right to share this technology with all interested countries around the world.

Volna Kupol Garant

Volna Kupol Garant directs a narrowband, high-frequency radio beam that overloads the satellites’ receiving antennas, preventing them from receiving signals from users within its range.

The electronic warfare (EW) system creates interference across eight satellite data transmission bands at 14–14.5 GHz, each with a bandwidth of 62.5 MHz, using a system of directional phased-array antennas.

The system is capable of operating within a 360-degree radius in the azimuth plane and 110 degrees in the elevation plane, and its total mass is 120 kilograms.

“The Russians, for example, took eight satellite ‘dishes,’ pointed them at a satellite, and each dish transmits jamming on its own channel… A single electronic warfare system provides protection for about 20 square kilometers,” explained Serhii “Flash” Beskrestnov, an advisor to the Ukrainian Minister of Defense on technology

According to Russian media, the electronic warfare project known as Russky Kupol first came to light on March 3, 2025, when it was launched by Sergey Aksyonov, head of the occupation administration of Crimea. The system is manufactured by a company of the same name, registered in Simferopol.

The cost of a single system is 150 million rubles — about 1.8 million U.S. dollars.

The developer is also known for the Volna 3M electronic warfare system designed to jam satellite navigation for UAVs, which the Russians have installed on Mi-8AMTSh multi-purpose helicopters.

The Russians are using the Volna Kupol Garant systems to protect key facilities, including the Kerch Bridge and Russian ports on the Black Sea, where they have been successfully targeted by the Ukrainian Defense Forces.
