Drapatyi’s “War Plan”: Commander-in-Chief Submits First-of-Its-Kind Document to National Security and Defense Council

The team of Mykhailo Drapatyi, Ukraine’s Commander-in-Chief, has reportedly prepared a “war plan” for the Ukrainian army – believed to be the first document of its kind.

Ukrainska Pravda reported on this.

Ukraine’s National Security and Defense Council has reviewed the document for several weeks.

According to the media, the plan is intended to set out exactly what the Ukrainian army needs to do to ensure Ukraine’s survival and within what timeframe.

It outlines a strategic vision for how the war should be conducted going forward.

Beyond the broader strategic issues, the document also examines specific questions about how Ukraine should approach defense. One issue is whether troops serving on the front line as the army’s “eyes and ears” should remain there if they have little or no opportunity to engage the enemy.

The document is part of a broader effort by Drapatyi’s team to introduce changes across Ukraine’s Armed Forces since he became Commander-in-Chief.

These changes include decentralizing military command, reorganizing the military group structure, and giving commanders on the ground greater freedom to make decisions.

According to Ukrainska Pravda, Drapatyi is also seeking to move all commanders onto the Delta situational awareness system and is pushing for the practical use of digital solutions.

Meanwhile, according to one of the corps’ chiefs of staff, the General Staff should be responsible for building up reserves, strategic planning, and international cooperation, while the Joint Forces Command should oversee combat operations.

Militarnyi previously reported that Mykhailo Drapatyi, Commander-in-Chief of the Armed Forces of Ukraine, had outlined the principles that would guide his leadership of the Ukrainian military.

Drapatyi identified stabilizing the front line and regaining the initiative as his top priorities, aiming to prevent the enemy from achieving its operational objectives. Other priorities include strengthening the protection of Ukraine’s population, cities, villages, and critical infrastructure from enemy strikes.
