Ukrainian Drones Attack One of Russia’s Largest Oil Refineries in Perm

Ukrainian drones attacked the Lukoil-Permnefteorgsintez oil refinery in Russia’s Perm once again on the morning of September 25.

The footage shows a fire in the refinery’s area. The attack on the industrial facility was also confirmed by the governor of Perm Krai.

He said that the region was experiencing a massive drone attack, which Russian air defenses and mobile fire teams were attempting to repel.

According to preliminary data from Russian authorities, there were no casualties.

A drone threat alert and the ‘Carpet’ regime were declared in Perm and other ares of Perm Krai, restricting air traffic. Local residents reported sirens and explosions.

Lukoil-Permnefteorgsintez has a design capacity of approximately 13 million tonnes of oil per year, making it Russia’s seventh-largest oil refinery by processing capacity.

The facility produces gasoline, diesel fuel, jet fuel, and lubricants, and also processes associated petroleum gas.

The refinery was previously attacked on August 21. Following the strike, the facility suspended operations, while analysis of satellite imagery showed severe damage to its primary oil refining units.

According to an assessment by Dnipro Osint, the refinery lost about 86% of its primary refining capacity as a result of previous strikes, equivalent to approximately 11.3 million tonnes of oil per year. Repair equipment was also spotted near the AVT-4 and AVT-1 units.

Lukoil-Permnefteorgsintez was previously attacked on July 29, May 7 and 8 May, and April 30.

During the April attack, Ukrainian long-range Liutyi drones reached Perm, causing a fire in the refinery’s process equipment area. The facility is located more than 1,500 kilometers from Ukraine.
