The Ukrainian Defense Forces carried out a missile strike on the electrical substation of the Michurinskaya Combined Heat and Power (CHP) plant in the Russian city of Belgorod on the morning of July 3.
The Exilenova+ Telegram channel published videos and photos showing a fire at the facility.
A missile alert was issued across the Belgorod region before the attack. Shortly afterward, residents reported hearing explosions and experiencing power outages and disruptions to the water supply in several parts of the city.
According to Astra, the missile strike ignited a fire at a 110 kV electrical substation located within the grounds of the Michurinskaya CHP plant.
The authorities of Russia’s Belgorod region confirmed that the region had been attacked. The regional operational headquarters also stated that “a fire broke out at an infrastructure facility.” According to the authorities, the attack caused significant damage to energy infrastructure.
According to local channels, traffic lights on central streets in Belgorod went out following a missile strike, and traffic police officers are now directing vehicles at intersections. Authorities say they expect to restore water and electricity supplies by the end of the day.
The Michurinskaya CHP plant has been targeted multiple times before, including in February of this year. At the time, reports said the facility sustained significant damage and was temporarily taken out of operation.
The plant primarily supplies power to the production facilities and administrative buildings of the Belenergomash–BZEM factory and is not part of the city’s district heating system.
The facility specializes in manufacturing equipment for Russia’s power generation, oil and gas, petrochemical, and nuclear industries.
According to the company’s website, the Michurinskaya CHP plant has an electrical generating capacity of 24.2 MW and a thermal output of 80 Gcal/h.
In May, the Ukrainian Defense Forces carried out a missile strike on the Belgorod CHP plant. Following the strike, explosions and a fire were observed in the area around the facility.
Missiles also struck the Luch combined heat and power (CHP) plant in Belgorod in February. The facility had previously come under attack in January 2026 as well.
