Defence Intelligence of Ukraine: Most of 26 Russian Oil and Stolen Ukrainian Grain Vessels Remain Unsanctioned

18 of the 26 vessels used by Russia to transport oil, petroleum products, liquefied natural gas, and stolen Ukrainian grain are not sanctioned by any of Ukraine’s partner countries.

Oil tankers transport Russian crude oil and petroleum products from ports in the Black Sea and Baltic regions on behalf of Lukoil, Rosneft, Surgutneftegas, Novatek, Tatneft, and Gazprom.

Bulk carriers transport agricultural products from Ukraine’s temporarily occupied territories through the ports of Berdiansk, Sevastopol, Kerch, and Feodosia.

The list also includes LNG carriers transporting liquefied natural gas from the sanctioned floating storage unit SAAM FSU (IMO 9915090). The vessel stores LNG from the sanctioned Russian Arctic LNG 2 project.

Among the vessels not under sanctions is the bulk carrier LAMAR S (IMO 9154505). In 2026, it repeatedly loaded wheat at the Avlita terminal (Aval LLC) in temporarily occupied Sevastopol for onward delivery, including to Syria.

The general cargo vessel NAYA FALCON (IMO 8033120) transported baking soda and wheat bran from Sevastopol to Egypt and Cyprus in 2026.

The list also includes the tanker GREGAL (IMO 9378876), which is part of the fleet of UAE-based Cymare Navigation FZC, affiliated with Russia’s Sovcomflot.

The Defence Intelligence of Ukraine reports that energy exports remain one of the main sources of funding for Russia’s war against Ukraine. Russia uses the theft and export of Ukrainian agricultural products as a tool to exert influence over other countries, including to secure political and economic concessions.

The agency emphasizes the need to coordinate sanctions efforts and detain vessels involved in violations in order to restrict Russia’s maritime logistics and deprive it of resources to continue the war.

Last week, Sweden’s Supreme Court ruled that the confiscated CAFFA vessel, which was part of Russia’s shadow fleet, should be transferred to Ukraine.
