Igor Laptev, an 83-year-old retired FSB major general who headed the board of directors of the Informtekhnika i Svyaz company—now the Informtekhnikagroup of companies—was found dead in Moscow.
This was reported by Nastoyashchee Vremya.
A number of Russian media outlets, citing their own sources, report that Laptev likely took his own life on the afternoon of August 20.
It is claimed that he died from a gunshot wound to the head.
There are no reports of a suicide note or the motives behind the possible suicide. There is no official information from Russian law enforcement agencies.
Laptev served in the KGB of the USSR and later in the FSB, where he worked on information security issues.
In the late 1990s, he was Deputy Minister of Taxes and Levies. In 1998, Laptev became chairman of the board of directors of the Informtekhnika i Svyaz company.
According to OSINT data from VARTA, the company develops and manufactures specialized telecommunications equipment and software for secure communications.
The company develops switching systems, corporate communication platforms, and solutions for specialized communications for law enforcement agencies and government bodies.
The company also collaborates with JSC Voentelecom, an agency of the Russian Defense Ministry, to supply Russian troops with digital telecommunications equipment.
This is not the first such incident in Moscow involving retired Russian generals.
For example, on May 2, retired Colonel General Stanislav Petrov—the founder of Russia’s NBC Protection Troops—was found dead in an apartment in the center of the aggressor country’s capital. He played a key role in the development of the TOS-1 Buratino heavy flamethrower system.
