Romania seeks to establish a joint production initiative with the United States for ammunition used in Abrams main battle tanks and artillery systems.

According to Defense Romania, the country’s Ministry of Economy signed two Letters of Request on May 28, outlining interest in the potential domestic co-production of 155mm artillery shells and 120mm tank munitions.

It is emphasized that both types of ammunition are critical for interoperability with allied forces and for supporting modern military operations.

A $920 million Foreign Military Financing loan provided by the U.S. Department of State in September 2024 backs the project.

This funding underscores Washington’s commitment to supporting Romania’s efforts to modernize and develop its defense industry.

The U.S. Embassy in Bucharest emphasized that these discussions represent “an important step in developing Romania’s domestic manufacturing capabilities.” The signing of the Letters of Request marks the official first step, after which negotiations will continue to define the specific terms of the partnership.

U.S. officials note that this initiative will not only reduce dependence on imports but also strengthen Romania’s strategic autonomy in the current regional context.

“Successful implementation of such joint production projects enhances regional capabilities and reinforces our bilateral strategic partnership. This joint production will help secure the supply chain for NATO, the United States, and Romania, making America and our allies safer,” Michael Dickerson, U.S. Chargé d’Affaires, stated.

He emphasized the numerous benefits of such cooperation, ranging from enhanced regional security to improved collective readiness within NATO.

For Romania, becoming a hub for ammunition production would bring both military advantages and economic benefits, including the creation of highly skilled jobs and the stimulation of innovation in the defense sector.

If these projects are successfully implemented, Romania could become a key pillar in securing the ammunition supply chain for NATO countries on the eastern flank.
