The German government is preparing more than 60 military procurement proposals for parliamentary approval by the end of the year, Bloomberg reported, citing people familiar with the matter.

The plans include the purchase of 20 Eurofighter Typhoon jets, up to 5,000 Boxer armored vehicles, and at least 3,500 Patria armored personnel carriers.

German Defense Minister Boris Pistorius outlined the priorities to lawmakers on Monday as part of efforts to transform the Bundeswehr into Europe’s most capable military force.

On Wednesday, the government is expected to adopt a medium-term financial plan that would more than double Germany’s annual defense budget to €162 billion over the next four years.

A top priority on the procurement list is a planned order for 20 Eurofighter Typhoons, under a contract that could be worth up to €3 billion.
The government also aims to purchase up to 5,000 Boxer vehicle chassis, to be configured for various roles, including as combat, reconnaissance, medical, and air defense vehicles. This includes up to 600 Skyranger systems.

At least 3,500 Patria wheeled armored personnel carriers are also expected to be ordered, replacing the Bundeswehr’s aging fleet of Fuchs APCs. The deal could be worth around €5 billion, with about 90% of production to take place in Germany.

The Defense Ministry is also assessing options to acquire several hundred Leopard 2 main battle tanks.

Reducing reliance on the U.S.

In a bid to reduce Europe’s dependence on the U.S. for military satellite communications, Germany plans to invest more than €15 billion in upgrading its satellite infrastructure in the coming years.

Sources told Bloomberg that Germany’s defense spending will increasingly prioritize European production, as Chancellor Friedrich Merz pushes for greater independence from American defense suppliers.

The ministry is also developing a drone strategy that is expected to generate several billion euros in orders from German firms such as Helsing and Quantum Systems.
