Ukraine has simplified the import of explosives for manufacturers who do not have a government order

The government has simplified the procedure for importing explosives and other ammunition components for manufacturers who do not have existing government contracts.

This was announced by Minister of Strategic Industries Herman Smetanin.

From now on, the import of explosives, means of their initiation, products and devices containing explosives is allowed under a simplified procedure.

The Minister noted that the algorithm of actions for such manufacturers is as simple and transparent as possible.

“Given the global shortage of these goods, simplifying the procedure for their supply to Ukraine is a significant boost to ammunition production. And, accordingly, this accelerates production. I thank the Government for supporting the Ukrainian manufacturer and for understanding the needs of production,” Smetanin wrote in a telegram.

On April 18, the Ukrainian government supported amendments to Cabinet of Ministers Resolution No. 763 regulating this process.

This resolution simplifies the procedures for the production and procurement of explosives and their components for the production of ammunition.

The Ministry of Strategic Industries explained the algorithm of actions. An enterprise that plans to import these goods must be included in the Electronic Register of Selection and Execution of State Contracts.

The first step is to submit an application to the Ministry of Strategic Industries. It must contain the following information:

• full and abbreviated name of the manufacturer, code according to the EDRPOU, its location;
• name of the explosive material and explosive substance, code according to UKTZED;
• quantity of explosive material and explosive substance to be imported;
• information about the supplier (full and abbreviated name of the legal entity, country of registration, location).

Within five days of receipt of the application, the Ministry’s staff checks whether the company meets the objectives of the pilot project and is indeed included in the register.

In case of a positive conclusion, the Ministry of Strategic Industries provides confirmation to the State Export Control Service of Ukraine, which, based on the results of processing the materials received, grants or denies a one-time permit for the right to import goods to the business entity.
