Since the beginning of 2025, the U.S. has delivered 150 Roshel Senator MRAP armored vehicles to Ukraine’s National Police and the State Border Guard Service, according to U.S. Ambassador to Ukraine Bridget Brink.
She also noted that an additional 40 vehicles are currently in transit.
In March 2025, Roshel reported that it had delivered its 1,700th armored vehicle to Ukraine. The newly delivered units for the Ministry of Internal Affairs are likely included in that figure.
Roshel CEO Roman Shimonov said that more than 90% of the 1,700 vehicles delivered to Ukraine to date were funded by foreign governments, including Ukraine’s. Canada, where Roshel is headquartered, financed 10% of the vehicles.
The production rate of Senator vehicles has increased significantly. The milestone of 1,000 vehicles was reached in December 2023, followed by the 1,400th unit in September 2024.
The 1,700th vehicle was delivered just five months later. According to Shimonov, the company’s production capacity now allows it to manufacture up to 120 vehicles per month.
Senator MRAPs are actively used by Ukrainian Interior Ministry units. In November 2024, it was reported that a newly formed rifle battalion of the special police in the Donetsk region was equipped with the vehicles.
The combat units of the Ministry of Internal Affairs are actively using the company’s products. In particular, in November 2024, it was reported that the newly formed rifle battalion of the special police “Donetsk Region” was armed with Senator armored vehicles.
In late February, Ukraine’s state defense holding, Ukrainian Defense Industry, signed an agreement with Roshel to launch local production of Senator armored vehicles. Under the agreement, a Ukrainian facility will receive technical documentation and components for assembly.
Roshel first announced plans to localize production in Ukraine in May 2024. Several service centers are already operational at defense industry enterprises across the country.
In June 2024, the company also unveiled plans to invest tens of millions of dollars in building a manufacturing plant in Ukraine. The facility is expected to serve both the Ukrainian and European markets.
