EU Authorized Ukraine to Spend 6.1 Billion Euros on PAC-3 Missiles and Drones

The European Commission has finalized the approval of exemptions from defense procurement rules as part of a €6.1 billion  package for Ukraine.

This was announced by European Commissioner for Defence and Space Andrius Kubilius, according to European Pravda.

This funding is part of the €90 billion Ukraine Support Loan (UASL). Of that amount, €60 billion is earmarked for Ukraine’s defense needs during 2026–2027.

“Today, the Commission officially approved the allocation of 6.1 billion for drones and missiles for Ukraine’s air defense as part of the Ukraine Support Loan,” Kubilius said.

He noted that this decision officially allows Ukraine to procure PAC-3 missiles for Patriot systems. They can be ordered, in particular, through the PURL mechanism.

“The package, funded as part of the loans to support Ukraine, includes five waivers from standard rules. Three are for Ukrainian-manufactured drones and components that exceed cost thresholds, and two are for U.S.-manufactured equipment, specifically PAC-3 missiles,” the European Commissioner said.

Kubilius noted that all €28.3 billion allocated for this year to finance Ukraine’s defense through the loan have already been approved.

The European Commission announced on August 24 the approval of a €6.1 billion defense procurement package for Ukraine.

The statement noted that the procurements include the supply of air defense and missile defense systems, missiles, ammunition, and radars.

The EU attributes the need to strengthen Ukraine’s air defense to Russia’s increasing use of ballistic missiles and jet-powered drones.

Earlier, Militarnyi reported that the European Commission had allocated €3.47 billion to Ukraine for the purchase of drones, missiles, air defense systems, and Swedish-made Gripen E fighter jets.
