Ukraine and Germany have signed an agreement to jointly produce Bars jet-powered strike drones for the Defense Forces of Ukraine.

Ukrainian Foreign Minister Andrii Sybiha announced this on X.

Sybiha and German Defense Minister Boris Pistorius signed the agreement on the sidelines of the NATO summit in Ankara, Türkiye.

“The agreement was concluded following joint efforts by the Ministry of Defense of Ukraine and the German Federal Ministry of Defense under the Build with Ukraine initiative,” Sybiha wrote.

The initiative provides for the export of Ukrainian defense technologies and the establishment of production facilities abroad.

According to Sybiha, Germany will fund production during the first phase of the project, and all drones produced will be delivered to units of the Defense Forces of Ukraine.

Judging by the announcement, the agreement provides for the establishment of the production of Ukrainian-made Bars jet-powered drones in Germany. These drones have already been used in strikes against Russian targets, including facilities in Moscow.

Bars Jet-powered Drone

The Defense Forces of Ukraine use the Bars jet-powered drone in strikes against Russian military targets.

The system’s existence was first announced in April 2025 by Herman Smetanin, the then-Minister of Strategic Industries of Ukraine. During a public appearance, he listed Bars among several new missile-drone developments but did not disclose technical details or performance characteristics.

Later that spring, an anonymous source told the BBC that a private Ukrainian company developed the jet drone and that it could be mass-produced in Ukraine.

In terms of its characteristics, Bars is similar to another Ukrainian system — the Peklo missile-drone, which is also used in strikes against Russian military targets.

Its reported range is approximately 700-800 km. The drone is launched from a ground launcher using solid-fuel booster rockets.
