Russia Unveils Volna Kupol Garant EW System Against Starlink: Ukraine Used to Destroy Them Before

Russia has unveiled a new electronic warfare system designed to disrupt the Starlink communications system by jamming satellites.

The system, known as Volna Kupol Garant, directs a narrowband high-frequency radio beam that overloads the satellites’ receiving antennas, preventing them from receiving signals from users within its range. The electronic warfare system creates interference across eight satellite data transmission bands ranging from 14 to 14.5 GHz, each with a bandwidth of 62.5 MHz, using a system of directional phased-array antennas.

“The Russians, so to speak, took eight satellite ‘dishes,’ pointed them at the satellite, and each dish transmits jamming on its own channel… A single electronic warfare system provides protection for about 20 square kilometers,” — explained Serhii “Flash” Beskrestnov, advisor to the Ukrainian Minister of Defense on technological issues.

“Volna does not physically destroy the spacecraft, but during the “irradiation” period, it blocks a specific satellite’s ability to serve ground terminals. The satellites simply no longer receive signals from them,” — stated Dmitry Kuzyakin, chief designer at the Center for Integrated Unmanned Solutions of the developer company Russky Kupol.

Despite creating interference, the system has significant drawbacks. SpaceX instantly detects interference in communication channels, and the radio reconnaissance satellites of partner countries detect the system’s powerful emissions, making it easier to identify the target.

According to Russian media, the electronic warfare project known as Russky Kupol first came to light on March 3, 2025, when it was launched by Sergey Aksyonov, head of the Crimean occupation administration. The system is manufactured by a company of the same name, registered in Simferopol. It is known that the cost of a single unit is approximately 150 million rubles.

The developer is also known for the Volna 3M electronic warfare system designed to jam the satellite navigation of UAVs, with which the Russians equipped their Mi-8AMTSh multi-purpose helicopters.

On June 8, four UAV operators from the 422nd Separate Regiment of Unmanned Systems LUFTWAFFE of the 17th Army Corps told Reuters that Russia is currently developing numerous methods to counter mid-strike operations, including jamming Starlink.

This regiment, in a joint operation with the SSU, destroyed a satellite jamming station on June 15.

On June 24, they struck the Volna-Kupol-Garant station in occupied Kerch.
