Perm Oil Refinery Lost Over 80% of Primary Refining Capacity Following Strikes – Satellite Imagery

The Perm oil refinery has lost more than 80% of its primary oil refining capacity following recent Ukrainian strikes.

The Dnipro OSINT project reported this after analyzing satellite images of the oil refinery.

The facility, LUKOIL-Permnefteorgsintez, is one of Russia’s largest oil refineries and is located more than 1,500 kilometers from Ukraine.

According to the project’s assessment, approximately one-third of the crude distillation units are undergoing repairs following the strikes.

The 4.53-million-ton-per-year CDU-5 unit has sustained critical damage to its distillation columns. Previously undetected damage to the crude oil electro-desalting and dehydration unit has also been identified.

The project notes that this combination of damage could put the unit out of operation for an extended period.

At the 4.94-million-ton-per-year CDU-4 unit, satellite imagery shows repair cranes, which may indicate that the unit has sustained damage.

A repair crane was also spotted at the 1.83-million-ton-per-year CDU-1 unit, where a fire broke out following the attack.

Overall, analysts estimate that approximately 86% of the Perm oil refinery’s primary refining capacity has been knocked out, amounting to 11.30 million tons of crude oil per year.

The latest attack on LUKOIL-Permnefteorgsintez took place on August 21. Following the attack, the refinery suspended operations.

The refinery has a design capacity of about 13 million tons of crude oil per year, making it Russia’s seventh-largest oil refinery by processing volume. The oil refinery is a key industrial facility in the Perm Krai. It produces gasoline, diesel fuel, jet fuel, and lubricants, and also processes associated petroleum gas.

The facility’s products meet the needs of the aggressor country’s domestic market and, prior to the Ukrainian strikes, were also used for export shipments.
