Negotiations on Supplying Ukraine With US Weapons Suspended due to US Government Shutdown

The United States has suspended negotiations on further military support for Ukraine due to the temporary shutdown of the US government.

This was reported by The Telegraph, citing sources familiar with the situation.

On September 30th, 2025, the US budget for the Pentagon expired. Congress did not have time to pass a new budget or temporary funding, so the government partially ‘shut down’.

According to the newspaper’s sources, hundreds of thousands of federal employees have been put on unpaid furlough, and as a result, the planned talks between Kyiv and Washington have been canceled.

One of the Ukrainian government sources said that “all future projects have suffered a little bit because the Pentagon, State Department, and White House staff are not meeting, and we are losing time because of this shutdown.”

Another source added that Ukrainian representatives who were scheduled to visit the United States in the following weeks were reviewing their plans and adjusting their visit schedules.

In September, the United States agreed on the first military aid package to Ukraine since Donald Trump returned to the White House, which included $500 million worth of weapons, with European NATO countries paying for part of the supplies.

In addition, Washington and Kyiv discussed two major deals: Ukraine’s purchase of American weapons and Ukraine’s simultaneous supply of drones. At the beginning of the week, a group of Ukrainian negotiators arrived in the US capital to draft an agreement that would provide the US with drone technology tested in combat, The Wall Street Journal reports.

Ukraine has announced its intention to purchase the Patriot air defense system, HIMARS rocket launchers, GMLRS ammunition, ATACMS, and aircraft.

The Trump administration is also considering providing Ukraine with Tomahawk cruise missiles with a range of up to 2,500 kilometers.

Russian President Vladimir Putin said that the Russian armed forces were ready to shoot down Tomahawk missiles that could harm the country, and stressed that the transfer of such weapons would not change the situation on the battlefield, but would lead to a ‘qualitatively new’ escalation between Moscow and Washington.

Currently, the US government shutdown is postponing negotiations and adding uncertainty to large-scale arms deals and technology exchanges. Kyiv and Washington are assessing the risks of diplomatic complications and potential escalation.
