In 2025, the Ministry of Defense secured contracts worth nearly UAH 130 billion with 12 Ukrainian arms manufacturers.
The agreements, signed within the Weapon of Victory initiative, were announced on the ministry’s official website and involve domestic defense industry companies.
Hlib Kanievskyi, Director of the Department of Procurement Policy of the Ministry of Defence of Ukraine, stated this during an online meeting with representatives of the Federation of Employers of Ukraine.
The main topic of discussion was the priorities of the Ministry of Defense’s procurement policy for 2025.
The key focus was on the Weapon of Victory initiative – a mechanism for long-term contracts lasting three, five, or ten years for national arms and military equipment manufacturers.
In particular, Hlib Kanievskyi provided a detailed explanation of the requirements for Ukrainian arms manufacturers seeking to join the “Weapon of Victory” list and sign long-term contracts.
Key criteria include mandatory codification, establishment of serial production, achieving a localization level of at least 50%, and more.
“The Weapon of Victory initiative allows us to build long-term partnerships with Ukrainian manufacturers. It provides not only stable supplies for the Armed Forces but also the development of the defense industry, the creation of new jobs, and the strengthening of the economy in wartime conditions. Our goal is to ensure the predictability and sustainability of this process,” Kanievskyi emphasized.
The meeting participants also discussed priority procurement areas for 2025, as well as the improvement of the regulatory framework and the potential expansion of long-term contracting mechanisms.
The Ministry of Defense previously reported that Ukrainian drone manufacturers that increase the share of localized production of components will have advantages in procurement for the Armed Forces.
Additionally, companies can receive guaranteed long-term contracts for three, five, or ten years under the Weapon of Victory initiative, provided they achieve a localization level of over 50% of the total cost of all components.
