Massive Fire Breaks Out in Russia’s Lipetsk Following Explosions

A large fire broke out overnight on July 21 in the Russian city of Lipetsk, in an area between the local thermal power plant (TPP) and a metallurgical plant.

Videos published by the Exilenova+ Telegram channel, along with geolocation analysis by the OSINT project Astra, indicate the blaze occurred in that area.

Residents of Lipetsk reported hearing a series of explosions before the fire erupted. Missile and drone alerts had been in effect across the region since the evening.

By morning, Lipetsk Region Governor Igor Artamonov confirmed the fire, saying it had broken out in an open area of industrial facilities on Peredelskaya Street.

According to Artamonov, the fire has spread across an area of approximately 2,500 square meters.

“Additional firefighting personnel and equipment have been dispatched to the scene. All emergency services are working at the site. Information on the cause of the fire and whether there are any casualties is being clarified,” the regional governor wrote.

According to Astra’s analysis, the fire broke out between Lipetsk CHP-2 (Thermal Power Plant No. 2) and the Novolipetsk Metallurgical Plant.

Footage shared online by eyewitnesses shows a towering column of thick smoke and flashes from explosions.

OSINT analysts from the Falcon Insight Map channel, after reviewing available footage, say the fire is affecting a logistics warehouse in Lipetsk.

The Novolipetsk Metallurgical Plant is Russia’s largest steel producer, accounting for about 20% of the country’s total steel output.

The plant supplies Russia’s military industry and fulfills a significant number of government defense contracts. Steel produced at the facility is used in the manufacture of Russian missiles, artillery systems, and other military equipment. Ukrainian drones have previously targeted the plant.

Lipetsk CHP-2 is one of the largest thermal power plants in the region. It supplies heat and electricity to the city of Lipetsk as well as several industrial enterprises in the surrounding area.
