Europe’s New Black Sea Security Strategy Includes Ukraine

The European Union has presented a comprehensive security strategy for the Black Sea, aimed at addressing Russian threats in the region.

According to Defence News, the strategy includes the establishment of a Black Sea Maritime Security Hub, envisioned as a European early-warning hub to enhance situational awareness and regional stability.

According to the document, it will provide “situational awareness and information sharing on the Black Sea, real-time monitoring from space to seabed, and early warning of potential threats and malicious activities.”

Its mission will include monitoring critical maritime infrastructure, such as undersea cables, offshore platforms, and gas and wind power facilities located near the coastlines of EU member states in the Black Sea.

Among other key priorities outlined in the strategy are mine clearance, the protection of commercial shipping routes, and measures to counter Russia’s shadow fleet — a group of unofficially operated and often outdated oil tankers.

The exact location of the hub and the specific details of the project’s implementation have yet to be determined.

The strategic document states that the “current operational capabilities” and specific needs are to be identified by the end of the summer.

The initiative does not have a dedicated budget line; instead, it will rely on existing EU programs, including the SAFE initiative, which allocates €150 billion for defense spending.

In addition to establishing the Security Centre, the strategy envisions a large-scale modernization of regional infrastructure to enhance military mobility.

This includes the development of ports, roads, railways, and airports around the Black Sea, aimed at significantly accelerating the movement of military equipment.

The EU will work to deepen cooperation with non-member partner countries — including Ukraine, Moldova, Georgia, Türkiye, Armenia, and Azerbaijan — particularly in the field of security.
