U.S. Senate Advances Toward Vote on New Aid for Ukraine

The U.S. Senate has placed H.R. 2913, the Ukraine Support Act, on its legislative calendar after the bill received its second reading.

The U.S. Congress press office announced this.

Adding the bill to the Senate’s legislative calendar means it is now eligible to be brought to theSenate floor for debate and a vote.

On July 20, the bill was placed in the General Orders section of the Senate’s legislative calendar as Calendar No. 462.

A date for debate or a vote has not yet been scheduled. The decision on when to bring the bill to the Senate floor rests with the Senate majority leadership.

The Ukraine Support Act (H.R. 2913) was introduced in the U.S. House of Representatives by Rep. Gregory Meeks on April 14, 2025.

On June 3, 2026, the U.S. House of Representatives approved a bill providing $1.3 billion in military aid to Ukraine, along with up to $8 billion in additional assistance in the form of loans.

The bill also includes provisions to replenish U.S. weapons stockpiles and establish financial mechanisms to support Ukraine’s postwar reconstruction.

In addition, it would impose new sanctions onRussia and entities supporting its war against Ukraine.

The legislation was brought to the House floor through a discharge petition, a procedural mechanism that allowed lawmakers to bypass the committee process. The move came despite calls from Republican leadership to vote against the measure, citing concerns that it could affect ongoing negotiations.

The legislation ultimately passed with the support of 218 lawmakers. It was backed by 211 Democrats, six Republicans, and one independent member of Congress, while 204 Republicans voted against it.

In early May, it was reported that the Trump administration had not included funding for military aid to Ukraine in its request for a record $1.5 trillion U.S. defense budget for fiscal year 2027.
