Ukraine and Norway to Collaborate on Drone Manufacturing

Ukraine and Norway will work together to produce drones and have signed a joint declaration to deepen cooperation in defense and security.

The declaration was signed on April 14 in Oslo during a meeting between Ukrainian President Volodymyr Zelensky and Norwegian Prime Minister Jonas Gahr Støre, the Ukrainian president’s press service said.

The document sets out key areas of cooperation, including strengthening Ukraine’s defense capabilities.

“Today, we launched a Drone Deal with Norway, and our teams will now work on the details. We are also focused on our joint production projects, which are already underway,” said Volodymyr Zelenskyy after the signing of the declaration.

He also expressed gratitude for Norway’s significant contributions to the PURL program, which strengthens Ukraine’s defense capabilities, particularly its air defense.

Meanwhile, Jonas Gahr Støre explained that his country commits, among other things, to supporting drone production in Ukraine. In return, Ukraine commits to sharing its experience, data, and knowledge with Norway.

“Norway consistently supports Ukraine, but this is not a one-sided approach, because Ukraine gives a lot in return. We can learn from the experience Ukraine has gained in this difficult struggle against Russian aggression,” the politician emphasized.

In addition, it will now be possible to produce Ukrainian unmanned aerial vehicles in Norway.

Defense Minister Tore Sandvik said in an interview with NRK that Norway will manufacture drones under license from a Ukrainian company.

Furthermore, last November, then Ukrainian Defense Minister Denys Shmyhal announced plans to open a joint production line for Ukrainian drones in Norway in 2026.

The Norwegian company Kongsberg Defence & Aerospace has developed an air defense combat module for Ukraine’s Inguar-3 armored vehicles.

Norway has also supplied a significant number of missiles for the NASAMS air defense system, helping Ukraine maintain its defenses amid ongoing Russian attacks.
