The United States is threatening to halt the PURL mechanism for procuring U.S. weapons for Ukraine in an effort to pressure Kyiv to stop striking Russian energy infrastructure.
The Financial Times reported this, citing European officials who had received calls from U.S. representatives or had been briefed on their contents.
According to the FT’s sources, Washington contacted both Kyiv and European capitals, urging them to secure an end to strikes on Russian oil refineries. The U.S. warning, they said, included the possibility of suspending intelligence sharing and blocking PURL, or the Prioritised Ukraine Requirements List.
The FT identified Pavlo Palisa as one of the Ukrainian officials contacted by the U.S. side.
Militarnyi previously reported similar information from Axios about the possible suspension of U.S. intelligence sharing with Ukraine. A Ukrainian source told the outlet that the threat was made during talks in Miami, while a U.S. official denied that representatives of Donald Trump had explicitly threatened to cut off intelligence support.
On October 11, Donald Trump said on Truth Social that Russia and Ukraine had supposedly already reached an “energy ceasefire” that was to take effect immediately.
Kyiv initially said it had not been informed of such an agreement. Zelensky later stated that Ukraine supported a genuine, reciprocal halt to strikes on energy infrastructure.
However, Russian attacks on Ukraine continued after Trump’s announcement. In his evening address, Zelensky said Russian strike drones had attacked Kharkiv’s CHP-5 power plant, stressing that the announced halt to strikes had to move from statements to actual implementation.
As of October 11, Russia had not publicly confirmed an agreement on an “energy truce.” Igor Ananskikh, first deputy chairman of the State Duma Committee on Energy, said it was still difficult to comment on the possibility of an agreement announced by the U.S. president.
Washington’s pressure comes amid a large-scale Ukrainian campaign against Russia’s oil refining industry. In September, Ukraine’s General Staff reported that the Defense Forces had put out of action more than 45% of Russia’s oil refining capacity.
PURL is a NATO mechanism through which allies and partners fund the procurement of critical U.S. weapons for Ukraine. The Supreme Allied Commander Europe assembles packages of equipment and ammunition Ukraine needs, after which partner countries provide the funding and the Alliance coordinates delivery.
As of June 2026, more than $6 billion worth of U.S. military equipment had been funded through PURL.
Since 2025, Ukraine has received, among other items, critical air defense systems and ammunition through the mechanism. Earlier reports also said the Pentagon planned to redirect about $750 million in PURL funding to replenish U.S. stockpiles.
