The U.S. Senate has backed further consideration of a bill that would significantly increase sanctions pressure on Russia.

A total of 86 senators voted in favor of advancing the legislation, while 12 voted against it.
Document S.5025 – the Lindsey O. Graham Sanctioning Russia Act of 2026 provides for the introduction of new sanctions against Russian officials and grants the U.S. President the authority to impose tariffs of up to 100% on goods from countries that remain among the largest buyers of Russian oil and gas or help Moscow circumvent sanctions.
U.S. President Donald Trump previously stated that he was ready to support the bill after provisions on sanctions against Iran were added to it.

Despite the strong support during the procedural vote, the bill has not yet become law. It still faces additional votes in the Senate.
After that, the document must be considered by the U.S. House of Representatives, which will return to session in September. Only after approval by both chambers will it be sent to the president for signature.
According to the bill’s authors, the new measures are intended to reduce the Kremlin’s revenues from energy exports, which Russia uses to finance its war against Ukraine.
In addition, the document includes provisions on sanctions against Iran and restrictions on funding for its energy and military sectors.
Additionally, on July 22, 2026, the U.S. Senate placed H.R. 2913, the Ukraine Support Act, on its legislative calendar after the bill passed its second reading.
The date for consideration or a vote has not yet been determined. The Senate majority leadership decides whether to bring the bill to the floor.
It also provides for the introduction of new sanctions against Russia and entities that support its war against Ukraine.
