Trump Plans Ukraine ‘Victory Fund’ Financed by China Tariffs

U.S. President Donald Trump is working on launching a special “Ukraine Victory Fund,” which will be financed by new tariffs.

According to The Telegraph, the revenue will come exclusively from tariffs imposed on Chinese imports.

Trump has instructed Treasury Secretary Scott Bessent to present this initiative to European partners ahead of President Volodymyr Zelensky’s visit to Washington.

Journalists emphasize that this decision marks a significant shift in the current American leader’s stance on Russia’s war against Ukraine.

The White House chief received support from Pentagon chief Pete Hegseth. During a meeting with NATO defense ministers, he stated that the U.S. is ready to support Kyiv “in ways only the United States can” if Russia continues to refuse peace negotiations.

Bessent noted that Trump tasked him with informing European allies about backing the so-called “Russian oil tariff” on China, also referred to as the “Ukrainian victory tariff.”

He emphasized, “Our Ukrainian and European partners should be prepared to join this initiative, and we will respond accordingly if they choose to follow our lead.”

As part of the strategy, a 500% tariff on Chinese imports is planned. The revenue will be directed to purchasing arms for the Ukrainian military.

The plan aims to exert maximum economic pressure on the Kremlin, whose war machine largely depends on support from Beijing. Trump seeks to force Vladimir Putin to come to the negotiating table with him and Zelensky.

According to diplomatic sources in Washington, the idea of sanctions against China over its purchases of Russian oil previously met resistance from European governments. On Wednesday, Trump said that Indian Prime Minister Narendra Modi promised him he would stop buying Russian oil, which is a significant source of revenue for the Kremlin.

“This is a big step. Now our task is to convince China to do the same,” the U.S. President concluded.

As previously reported, American contractors will prepare Tomahawk cruise missiles for strikes on Russia if they are transferred to Ukraine.
