On the night of 14 October, Russian forces launched ballistic missile strikes against energy facilities in Kyiv, including CHP-4, despite the energy ceasefire announced by the U.S. President Donald Trump.
Ukrainian President Volodymyr Zelensky reported this.
“The facts show that the Russians do not consider themselves obliged to abide by what the President of the United States said. Ukraine supported the energy ceasefire. Russia is targeting yet another power plant and the lives of our people,” Zelensky stated.
On 11 October, Donald Trump said that an energy ceasefire had allegedly been reached between Ukraine and Russia. Kyiv initially reported it was unaware of such an agreement, but Zelensky later supported a mutual halt to strikes on energy infrastructure.
According to Zelensky, the main target of the attack was CHP-4, one of the capital’s key energy facilities. The President confirmed that the power plant had been hit.
Kyiv Mayor Vitali Klychko reported that several energy facilities in the capital and the surrounding region had come under a massive ballistic missile attack.
According to DTEK, following the attack, as of 7:00 a.m. on 14 October, emergency power cuts had been introduced in the Darnytskyi, Dniprovskyi, Pecherskyi, Solomianskyi, and partially the Holosiivskyi districts.
A residential building was also damaged, sparking a fire. As of 6:45 a.m., one person had been killed in the Holosiivskyi district. In the Darnytskyi district, one injured person was hospitalized.
The Ukrainian Air Force reported that at around 10:40 p.m. on 13 October, Russia attacked Kyiv with ballistic missiles, the number and type of which are still to be determined. No information from partners about launches from enemy territory had been received.
Zelensky noted that Ukraine’s air defence system detected the missiles only as they were approaching the capital.
According to Ukrainian intelligence, Russia is also preparing to launch more ballistic missiles.
He called on international partners to respond to Russia’s continued strikes and stressed the need to supply Ukraine’s air defences with additional interceptors.
