Procurement of 155-mm Ammunition for the Armed Forces of Ukraine via Tender Saved 16% of Allocated Funds

The procurement of 155-mm shells in Ukraine through a competitive tender allowed for savings of 16% of the allocated funds.

Ukrainian Defense Minister Mykhailo Fedorov shared this during a meeting with journalists dedicated to the results of the work, according to Militarnyi’s correspondent.

“We have already conducted the largest competitive procurement procedure for 155-mm artillery ammunition and achieved savings of over 16%,” he noted.

According to Fedorov, the summer will mark the transition to tender procedures in defense procurement.

The next step will be to shift drone procurement to a tender system.

“Our task is to build a transparent, competitive, and fast procurement system free of corruption risks,” he emphasized.

Statement by a tender participant

In April, the Ukrainian Armor company announced that the Defense Procurement Agency was allegedly awarding contracts for 155-mm shells at the lowest price to manufacturers and suppliers who do not fulfill their obligations.

According to Ukrainian Armor, since the start of the full-scale invasion, the company has ensured 100% delivery of 155-mm rounds of various ranges for the Defense Ministry’s needs.

“At the same time, AOZ’s foreign contractors are delaying the delivery of tens of thousands of artillery rounds,” the company stated.

The Defense Procurement Agency noted that such claims are untrue.

It also emphasized that the dissemination of such statements may indicate attempts by third parties to influence tender results.

In this regard, the Agency has initiated an internal investigation to clarify the circumstances of the alleged improper influence on the procurement process and the acquisition of confidential information by certain participants.
