Private Investors to Be Allowed to Build Underground Defense Facilities

Ukraine is developing a regulatory framework for establishing secure underground production facilities for the defense industry.

Ukraine’s Deputy Minister of Defence of Ukraine Hanna Hvozdiar reported this.

For this purpose, amendments to Cabinet of Ministers Resolution No. 1494 have been prepared.

Under the draft amendments, private investors will be allowed to build underground production facilities using their own or borrowed funds.

Investors will be able to transfer the completed facilities to defense companies through ownership, use, or lease arrangements.

In August, the Verkhovna Rada of Ukraine passed as a basic bill No. 14117 on the use of private land for military purposes.

The document regulates the temporary restriction of land-use rights to allow for the construction of defensive fortifications during wartime.
