Omsk Oil Refinery Lost 75% of Its Production Capacity and Suspended Operations

Russia’s largest oil refinery has suspended operations after losing a significant portion of its production capacity following an attack by Ukrainian drones.

The strike on the Omsk refinery, located deep in Siberia, was one of the longest-range Ukrainian attacks since the start of the full-scale war.

Satellite images obtained by Militarnyi and the Exilenova+ project confirmed damage to the strategic facility.

The shutdown of the plant, which is Russia’s largest gasoline producer, is likely to exacerbate fuel shortages across the country.

According to Reuters sources, the attack caused a fire and damaged the SDU-10 primary crude oil distillation unit, which accounts for about 38% of the facility’s production capacity — 24,580 metric tons per day.

The agency’s sources also reported that another primary refining unit, SDU-11, had been shut down. It accounts for 37% of the plant’s capacity, with a production rate of 24,000 metric tons of crude oil per day.

Although the unit itself was not damaged, certain components necessary for its operation were put out of service.

Reuters also notes that the refinery has two mothballed primary processing units, SDU-7 and SDU-8, each with a capacity of 10,000 metric tons. Theoretically, the company could bring them back online.

According to the St. Petersburg International Commodity Exchange, the Omsk Oil Refinery has suspended sales of gasoline and diesel fuel as of July 7.

The Omsk Oil Refinery is Russia’s largest oil refinery, owned by Gazprom Neft.

The refinery has the capacity to process approximately 21 million metric tons of crude oil per year. The refinery’s facilities are located more than 2,500 km from the Ukrainian border.

The plant produces about 50 types of petroleum products, including high-octane gasoline, diesel and marine fuel, jet fuel, bitumen, liquefied petroleum gas (LPG), technical sulfur, and other products.

Petroleum products can be shipped via the Omsk–Sokur and Ufa–Petropavlovsk–Omsk petroleum product pipelines.
