Moscow Oil Refinery Halts Operations After Ukrainian Drone Strike

The Moscow Oil Refinery has completely halted oil refining following a Ukrainian drone attack on September 20.

Reuters reported this, citing three sources in Russia’s oil refining industry.

According to the sources, the attack caused fires at both of the refinery’s primary oil processing units, and restoring operations could take several weeks.

This includes the AVT-6 unit, with a capacity of 21,400 tonnes of crude oil per day, accounting for about 53% of the refinery’s total capacity, and the Euro+ combined unit, with a capacity of 18,800 tonnes per day, accounting for the remaining 47%.

Militarnyi previously reported that the Moscow Oil Refinery came under a combined attack on the night of September 20. A large fire broke out at the facility, while geolocation of the footage indicated that the refinery’s combined oil processing unit and the ELOU-AVT-6 unit were hit.

After the attack, the Moscow Oil Refinery has not offered fuel for sale on the St. Petersburg International Mercantile Exchange since September 21. In 2024, the refinery processed 11.6 million tonnes of crude oil and produced 2.9 million tonnes of gasoline, 3.2 million tonnes of diesel fuel, and 1.3 million tonnes of bitumen.

The Moscow Oil Refinery in the Kapotnya district is one of Russia’s ten largest oil refineries and supplies about 40% of Moscow and the Moscow Region’s demand for petroleum products. Its design capacity is approximately 11 million tonnes of crude oil per year.
