Luxembourg to Fund U.S. Weapons for Ukraine’s Military Alongside Allies

Luxembourg is joining the PURL initiative, through which weapons will be purchased from the United States and supplied to Ukraine.

Luxembourg’s Prime Minister Luc Frieden announced this during a briefing with NATO Secretary General Mark Rutte.

“This means that, together with other yet-to-be-identified countries, we will finance a package of readily available weapons, predominantly of American origin, to be provided to Ukraine. Over the coming weeks, we will also identify additional countries willing to join this important initiative,” Luc Frieden stated.

The Prime Minister clarified that the cost of one weapons package under the PURL initiative amounts to $500 million. Therefore, Luxembourg needs allies to jointly finance such purchases for Ukraine.

NATO Secretary General Mark Rutte reported that, following the agreement between NATO and the United States, the countries participating in the initiative have already purchased weapons for Ukraine worth $2 billion.

“This involves the delivery of vital systems – sometimes lethal, sometimes defensive – to Ukraine through this new program. This includes ammunition, modern air defense systems, and much more,” Rutte emphasized.

PURL is a list of Ukraine’s priority defense needs, compiled by Ukrainian military personnel in cooperation with NATO representatives. It identifies the specific weapon systems, equipment, ammunition, technologies, or other resources that the Armed Forces of Ukraine require in the near future.

In essence, PURL acts as a vital bridge between the needs of the Armed Forces of Ukraine and the capabilities of its allies, ensuring that Ukraine receives well-balanced and timely support to sustain its defense efforts.

On July 14, the United States and NATO signed an agreement facilitating the delivery of American weapons to Ukraine, financed by European countries.

According to Mark Rutte, this agreement allows Kyiv to receive a substantial number of air defense systems, missiles, and ammunition.

In August, it was announced that Germany would fund a package of military equipment and ammunition from the United States for Ukraine valued at $500 million.
