Germany to Provide Ukraine with €1 Billion in Military Aid

Germany will provide Ukraine with €1 billion in military aid, along with an additional €350 million to help repair energy infrastructure.

According to German government officials, Chancellor Friedrich Merz is expected to announce the new support package during his visit to Kyiv on October 4. Germany and Ukraine are also expected to finalize an agreement on jointly producing various types of drones.

“I came to Kyiv today because Ukraine needs all the support we can give in the coming weeks. If Russia is not stopped, sooner or later its war machine will turn against us,” Merz said, noting that Russian forces are bombing cities, residential buildings, and heating infrastructure.

The German chancellor is accompanied by Economy Minister Katherina Reiche and a business delegation that includes executives from energy and defense companies, including Siemens Energy, Hensoldt, Diehl Defence, and Quantum Systems.

Merz is also expected to push for progress on reforms that Ukraine’s EU partners have called for, particularly efforts to combat corruption.

On Wednesday, following a phone call with Merz, Ukrainian President Volodymyr Zelensky reported that Ukraine and Germany would soon finalize an agreement on the production of drones, missiles, and related software.

A key priority will be the rapid production of drones designed to intercept Russian attack drones. The agreement will also cover the joint development and production of weapons with a range of more than 1,000 km, which Ukraine could use to strike targets deep inside Russian territory.

Germany’s Military Aid to Ukraine

Overall, Germany has allocated a record €11.5 billion in aid to Ukraine for 2026. However, not all of this funding will go directly toward supporting Ukraine. For example, around €1.8 billion is planned to replenish Bundeswehr stocks after Germany transfers weapons to Ukraine. Another €688 million will be contributed to the European Peace Facility, which primarily reimburses EU countries for the cost of military aid they provide to Ukraine.

Germany’s Defense Ministry has received around €8.4 billion specifically for direct military assistance to Ukraine. An additional €515 million has been allocated to the Enable & Enhance Initiative Ukraine, which funds long-term contracts to produce weapons for Ukraine, supports the logistics of military aid, and finances repair hubs outside Ukraine.

The remaining funds are earmarked for non-lethal assistance, including demining and medical support, as well as treatment for wounded Ukrainian service members in Germany.

In 2027, according to the preliminary draft budget, the German government plans to increase funding for military assistance to Ukraine to a record €11.6 billion. Although the overall funding will formally increase by only €65 million, the new budget allocates €664 million less for replenishing Germany’s military stocks than in 2026. As a result, the share of direct assistance provided to Ukraine will increase significantly.
