According to the draft budget, the German government plans to increase military aid to Ukraine to a record level in 2027.

According to German Aid to Ukraine, taking all relevant budget items into account, funding for Ukraine is set to increase by more than €744 million.

The budget line covering assistance to countries affected by aggression will total €11.612 billion, with around €9.05 billion allocated specifically to support Ukraine.

At first glance, this is only around €65 million more than in 2026.

However, a significant share of this year’s funding is going toward replenishing the Bundeswehr’s stocks following the delivery of military equipment to Ukraine. In 2027, spending on replenishing those stocks is expected to be €664 million lower.

Meanwhile, direct funding for military aid to Ukraine is set to increase.

Separately, Germany’s Ministry of Defense plans to allocate €538 million to the Enable and Enhance Ukraine initiative. The German Foreign Office is expected to provide an additional €180 million.

Around €649 million is planned to be allocated to support Ukraine through the European Peace Facility. The funds will be used, among other things, to purchase military equipment and train Ukrainian troops. The total also includes €25 million for the treatment of Ukrainian servicemen in Germany.

However, the draft budget is not yet final. It still needs to be reviewed by the Bundestag, and changes could be made during the budget committee’s deliberations. Final approval of the budget is expected in the autumn.

Under the current plans, Germany could therefore provide Ukraine with a record level of military support in 2027, with most of the increase going toward direct assistance to Ukraine rather than replenishing the German military’s stocks.

It was recently reported that Germany is funding the purchase of 50,000 strike drones for Ukraine and has also established production of the Bars strike drones for Ukraine’s Defense Forces on German territory.

Militarnyi previously analyzed the current state of bilateral relations between Ukraine and Germany, noting that Berlin has opted for deeper industrial cooperation, creating a “win-win” funding model.
