Germany has signed an agreement with Ukraine to counter Russian hybrid threats, which will include the exchange of expertise and joint training exercises.

This was reported by Bild following a visit to Kyiv by Manuel Hagel, Minister of the Interior of the state of Baden-Württemberg.

The German side aims to strengthen defenses from drone incidents and sabotage attempts at critical infrastructure sites orchestrated by Russia.

“We must finally be able to defend ourselves from such threats,” Manuel Hagel stated.

The cooperation involves a regular exchange of information in three main areas: countering espionage, drones, and cybercrime.

Practical cooperation between Ukrainian intelligence agencies and representatives of the German state will begin as early as next week. As part of the agreements reached, a delegation from the National Security Council of Ukraine will visit Stuttgart within the next few weeks.

During his visit to Kyiv, the head of the Baden-Württemberg Ministry of the Interior also visited a specialized training ground where Ukrainian specialists simulate hostile drone attacks.

According to an agreement with the National Police of Ukraine, German police specialists will undergo training at this facility.

In April, the first Ukrainian instructors with combat experience arrived in Germany to train Bundeswehr units.

The instructors focused primarily on defense against drones and their effective use during combat operations.
