Canada will join the Global Combat Air Programme (GCAP) as its first observer country.
The UK Ministry of Defence reported on this.
Observer status does not make Canada a full participant in the program. Instead, it gives Ottawa privileged access to the program’s governance mechanisms, capabilities and industrial infrastructure, as well as related security requirements and broader partnership opportunities.

However, this privileged access does not give Canada decision-making authority. That authority will remain with the program’s founding nations.
“Observer status will provide Canada with enhanced insight into GCAP and an opportunity to deepen its understanding of the Programme’s governance, capabilities and industrial framework, as well as the related security requirements and wider partnering opportunities,” the joint statement said.
In April 2026, officials from the participating countries announced that Canada intended to join GCAP as an observer. Australia, Sweden, Poland, and Germany have also expressed interest in the program.
UK Secretary of State for Defence Wes Streeting said he welcomed Canada to this new phase of cooperation and looked forward to sharing experience and collaborating on technological advances as the program continued to progress.
The GCAP program aims to develop a sixth-generation fighter jet designed to operate alongside aircraft such as the F-35. It will incorporate advanced autonomous technologies, artificial intelligence, unmanned systems and next-generation sensors.
The aircraft being developed by Edgewing is intended to replace the Eurofighter Typhoon in service with the UK and Italy, as well as the Mitsubishi F-2 in Japan.
On July 3, the UK allocated £4.6 billion (about $6.1 billion) to the program under an 18-month contract.
