Turkish Otokar Signs $1.47 Billion Armored Vehicle Contract – Buyer Unknown

Turkish company Otokar has signed an export contract worth $1.47 billion to supply wheeled armored vehicles to an unnamed country.

The company announced the deal on Turkey’s Public Disclosure Platform.

The agreement covers the supply of several types of wheeled armored vehicles, along with logistical support.

Otokar has not yet disclosed the number or models of armored vehicles included in the contract.

Deliveries of the armored vehicles are scheduled to begin in 2027. The vehicles will be delivered in batches over a three-year period, while the contract itself will remain valid for seven years.

Otokar’s Armored Vehicle Exports

Otokar is one of Turkey’s largest manufacturers of wheeled armored vehicles. Its product portfolio includes the COBRA II 4×4, ARMA 6×6, and ARMA II 8×8.

The COBRA II is a modular 4×4 armored vehicle that, depending on its configuration, can be used as an armored personnel carrier, reconnaissance vehicle, command vehicle, medical evacuation vehicle, or anti-tank guided missile (ATGM) carrier. In the armored personnel carrier configuration, it can carry up to 11 personnel.

One of the company’s largest previous export projects was a contract with Romania. In November 2024, Otokar signed an agreement to supply 1,059 COBRA II 4×4 armored vehicles, with an estimated value of €857 million.

At the time, the company described the Romanian deal as the largest single armored vehicle export contract in Turkey’s history. Of the 1,059 vehicles ordered, 278 were initially to be manufactured in Turkey, with production of the remaining vehicles to be localized in Romania.

As part of the program, Otokar and Romania established local production of 781 COBRA II vehicles at a facility in the city of Mediaș.

In May, the Romanian-made Cobra II armored vehicle was presented for the first time at the Black Sea Defense & Aerospace 2026 international exhibition in Bucharest.

In July, the Romanian Army received its first batch of 12 COBRA II vehicles fully manufactured in Romania. By that time, the customer had received approximately 300 vehicles in total, manufactured in both Turkey and Romania.

In October 2023, Estonia signed a contract to purchase 130 Otokar ARMA 6×6 armored personnel carriers and 100 Nurol Makina NMS 4×4 armored vehicles.

The first vehicles began arriving in late 2024, and in March 2025, the Estonian Defence Forces received another batch, bringing the total to nearly 50 vehicles, mostly ARMA 6×6 vehicles intended for the 2nd Infantry Brigade.

Otokar armored vehicles have also been operated by the Ukrainian Defence Forces since May 2023.
