Ukrainian Company Stetman Plans to Launch 360 Communications Satellites into Orbit

In 2027, the Ukrainian company Stetman plans to launch 120 UASAT LEO communications satellites using SpaceX. Deploying the entire constellation of 360 satellites into orbit is expected to take three years and be completed in 2030.

The total cost of the satellite constellation, software, launch services, brokerage fees, and staff salaries exceeds €1 billion ($1.13 billion).

As the publication notes, funding for the project has not yet been secured, so the company plans to raise private capital through several funding rounds.

This is a significant increase compared to Stetman’s previous plans, which called for deploying 300 satellites into low Earth orbit.

As the company notes, this is not intended to be commercial competition with global operators such as Starlink, OneWeb, Amazon LEO, and others.

The network is being created to meet the sovereign needs of the Ukrainian government and Armed Forces. Access to it will eventually be provided to allies.

The project also includes the development and production of modern satellite communication terminals.

The launch of Ukraine’s first communications satellite, which will be key for testing and refining the technologies, is already scheduled for October 2026. A spot on the launch vehicle to deliver it into orbit has already been reserved, and the satellite itself has been named UASAT-NANO.

Initially, the plan is to purchase satellites from the Danish company GomSpace. Later, when the security situation allows, Ukraine plans to begin “do-it-yourself” assembly.

There are also plans to fully localize production, with the exception of chip manufacturing.

In mid-July 2026, the Russian company Bureau 1440 launched the second group of communications satellites into orbit for the Russian Rassvet project, which will likely be used to control heavy drones.
