NATO Secretary General proposes to create a $100 billion fund to arm Ukraine.

The AFP and Bloomberg reported on this, citing people involved in the discussions.

According to the agency’s source, NATO members are discussing Stoltenberg’s proposal and the mechanisms for distributing contributions, in particular, whether to include bilateral assistance to Ukraine in the total amount.

Officials and diplomats said the proposal is for 32 NATO countries to contribute to the fund according to the size of their economies.

But several cautioned that there remain major questions over how any financing would work and the plan would likely change markedly by the summit in Washington.

NATO may also take over the operational responsibilities of the U.S.-led Contact Group on Defense of Ukraine in the Ramstein format, which coordinates the supply of weapons to Kyiv, the sources said.

With NATO Supreme Allied Commander General Christopher Cavoli at the helm, such a move could protect the organization from any political changes that may occur after the US elections.

NATO and the White House did not respond to requests for comment.

If the allies support Stoltenberg’s proposal, it will mean a paradigm shift for the Alliance, which has previously distanced itself from actions that could be perceived as involving itself in a broader war with Russia to more active assistance to Ukraine.

The day before, Ukrainian President Volodymyr Zelensky convened a meeting of key government officials responsible for international relations and defense to discuss aims for cooperation with NATO this year.

Zelensky noted that the special meeting was about “compatibility and prospects for this year.”

“This year raises several fundamental questions for the NATO-Ukraine relationship. In particular, this concerns the summit in Washington and many other aspects of cooperation. Only with Ukraine in the Alliance can we count on real security in Europe,” Zelensky said.
