DELTA Architect Artem Martynenko Becomes Drapatyi’s Deputy

Colonel Artem Martynenko, an architect at DELTA, has been appointed Deputy Commander-in-Chief of the Armed Forces of Ukraine.

This was announced by the General Staff of the Armed Forces of Ukraine.

The Defence Minister of Ukraine signed the corresponding order on September 1, 2026. In his new position, Martynenko will be responsible, in particular, for the digitization of the army.

Martynenko has experience in the field of military information technology and is the chief architect of the DELTA situational awareness system.

He began working on its development in 2015 while still a student at the Military Institute of Telecommunications and Information Technologies.

In 2017, the rights to further develop the system were transferred to the Ministry of Defence of Ukraine.

After that, Martynenko continued working on DELTA as part of the ministry.

His team also presented the system at international military-technology events and exercises, where they tested its interoperability with NATO systems.

After the start of the full-scale invasion, Martynenko led the development of DELTA as its chief architect and deputy head of the Ukrainian Defense Ministry’s Center for Innovation and Development of Defense Technologies.

In 2024, the system was officially put into service for units of the Armed Forces of Ukraine.

In 2025, Martynenko became head of the Center for Innovation and Development of Defense Technologies, which is responsible, among other things, for the development of DELTA.

Earlier, Militarnyi reported that in July 2026, Major General Mykhailo Drapatyi assumed the position of Commander-in-Chief of the Armed Forces of Ukraine, succeeding General Oleksandr Syrskyi in that role.
