Russia Discusses Introducing Martial Law After State Duma Elections

Russia is discussing the possibility of officially introducing martial law, or certain elements of it, after the State Duma elections scheduled for September.

The Russian media outlet Vyorstka reported on this, citing several sources in federal and regional authorities, as well as in the leadership of one of the State Duma factions.

According to the media’s sources, such a regime could be introduced by a presidential decree issued by the Russian president.

The decree must specify the date and time it takes effect. Martial law can also be lifted by a presidential decree, and Russian law does not impose any time limit on how long it may remain in force.

According to two political consultants working with the Kremlin, this scenario is backed by some members of Russia’s security establishment.

They believe that Russia should move toward a more comprehensive mobilization of resources to wage the war against Ukraine.

One of the sources said that a major setback on the front line or difficulties in replenishing the ranks of the invading military could serve as the trigger for the introduction of martial law.

A source in the leadership of one of the State Duma factions said that “the situation in the country is becoming increasingly serious” and that “it may no longer be possible to keep it under control without extraordinary measures.”

The source added that Putin may ultimately decide against issuing such a decree, as it would undermine the Kremlin’s current strategy of keeping the wider public as detached as possible from the war.

Another Step Towards Mobilisation

Presented as a measure to simplify support for military personnel and their families, the Russian president has authorised the Ministry of Defence and the National Guard of the Russian Federation to access civil registry records to maintain military registration and conscription records.

This points to further preparations for mobilisation in Russia, which, according to Ukrainian President Volodymyr Zelensky, is planned for the autumn as the Kremlin struggles to recruit enough troops through voluntary enlistment.

Putin has also signed a decree increasing the authorised strength of Russia’s armed forces by 25,000 personnel to establish military construction units.
