President Zelensky authorised bomb shelters’ construction in all new buildings

Builders are required to provide bomb shelters in new buildings.

President Volodymyr Zelensky signed the relevant law.

The draft law is available on the website of the Verkhovna Rada of Ukraine.

Urban planning documentation must include information on engineering and technical civil protection measures.

The new law was adopted by the Verkhovna Rada on July 29. It envisages a change in approaches to the formation of a system of civil defense facilities.

In particular, when planning and building at the level of urban planning documentation at the regional and local levels.

The documentation should necessarily contain a section on engineering and technical measures of civil protection, which defines the plan for the development of shelters and ensures unhindered access to them for citizens.

This law was developed in order to provide additional measures in the field of construction activities related to the protection of the population from explosions, blast waves, and damage by dangerous chemical, radioactive and biologically dangerous substances.

The law contains the following initiatives:

• consideration of civil protection measures even at the stage of development of construction documentation;
• simplification of the procedure for the transfer of land plots for the construction of bomb shelters;
• mandatory placement of civil defense facilities (shelters, storage facilities, bomb shelters) during the construction of facilities that will be permanently occupied by more than 50 people or periodically occupied by more than 100 people;
• the need to keep shelters in constant readiness.

The law also stipulates that the state architectural and construction control body can refuse to issue a certificate of readiness of the building for operation, if the developer does not properly fulfill the necessary conditions for the equipment of the bomb shelter.

As previously reported, the Ukrainian servicemen received special metal shelters for setting up positions.

They provide more comfort for the military, there are places for burpees, exits for pipes, drains for water, and emergency exits.
