The Moldovan government presented a document in Brussels outlining the gradual reintegration of the Transnistrian region. The plan, developed in February, defines the main stages and principles for restoring the country’s unity exclusively by peaceful means.
The translation of the document was published by “European Pravda.”
The key prerequisites for the return of the left bank to Chisinau’s control are full demilitarization and democratization of the region. The process should be based on strict adherence to Moldova’s sovereignty within its borders as of June 23, 1990.
An important element of the plan is the involvement of an international civilian mission or administration to oversee security. The international administration would gradually transfer powers in the region to Moldova’s central government following the implementation of disarmament measures.
Economic reintegration would take place through the introduction of unified fiscal, customs and trade rules on both banks of the Dniester. To support the process, the plan proposes creating a special convergence fund financed by national and international contributions.
Chisinau also proposes a system of guarantees for residents of the region, including the right to citizenship and amnesty for officials not involved in human rights violations. Social benefits after reunification should not fall below pre-reintegration levels.
The strategy emphasizes that reunification should align with the country’s European integration course. At the same time, the document allows for a scenario in which EU law on the left bank could be temporarily suspended during Moldova’s formal accession to the European Union.
