Ukraine has imposed a new package of personal sanctions targeting 255 captains of the so-called “shadow fleet” of the Russian Federation.
The relevant Decree No. 13/2026 has been published on the official website of the Office of the President of Ukraine.
According to the document, the sanctions list includes citizens of eleven different countries.
They include 36 Russian citizens and foreign captains from India, the People’s Republic of China, the Philippines, Vietnam, Egypt, Indonesia, Jordan, Myanmar, Pakistan, and Panama.
The largest group consists of Indian citizens – 83 individuals, followed by 59 citizens of the People’s Republic of China.
As stated in the justification for the sanctions, all individuals on the list commanded oil tankers in the Black, Red, and Baltic Seas, facilitating the covert transportation of petroleum products and helping to circumvent international restrictions and embargoes imposed on Russia.
The Office of the President emphasizes that the sanctions mechanism is consistent in nature: Ukraine is the first to introduce national restrictions, creating grounds for partner countries to adopt similar sanctions.
Militarnyi previously reported that Russian presidential aide Nikolai Patrushev had stated that military action in the Baltic Sea was possible. He made the statement amid discussions in NATO countries about measures to counter Russia’s so-called “shadow fleet.”
