Yesterday the Supreme Council of Ukraine amended the Law of Ukraine On the State Border Guard Service of Ukraine informs the Militarnyi.

The amendments concern the improvement of the procedure for the use and application of coercive measures, military equipment and armament by the personnel of the State Border Guard Service of Ukraine.

The amended law entitles the servicemen, as well as civil employees of the State Border Guard Service:

  • to carry out a visual inspection of persons, personal belongings and vehicles (cursory inspection), as well as a personal inspection of detainees and to inspect and, if necessary, seize items that may serve material evidence or cause harm to life or health;
  • conditions and limits, type and intensity of coercive measures are established with regard to every particular situation, the nature of the offense and the individual characteristics of the person who committed or is committing the offense;
  • features of application of a particular measure or means of coercion are defined.

The law establishes the conditions and limits, type and intensity of coercive measures, taking into account the specific situation, the nature of the offense and the individual characteristics of the person who committed or is committing the offense.

The changes were introduced in response to the migration crisis that arose between Belarus and the countries of the European Union – Lithuania and Poland.

On November 10, 2021 the National Security and Defense Council of Ukraine considered the situation regarding possible threats to national security caused by the crisis with migrants at the border between Ukraine’s neighboring states.

The resolution of the National Security and Defense Council was aimed at reinforcing the most vulnerable areas of the Ukrainian-Belarusian border with additional units of the State Border Guard Service, the National Police and the National Guard.

The Head of the Ministry of Internal Affairs Denys Monastyrskyi during a briefing dedicated to the results of meeting of the National Security and Defense Council reported details of preparation for a possible crisis situation.

The Minister noted that a scenario similar to the Polish one is possible with regard to Ukraine’s borders.

During a working visit to the Volyn region on November 11, 2021 Denys Monastyrskyi inspected the state of protection of the state border with the Republic of Belarus and announced the deployment of about 8.5 thousand additional servicemen and police members.
