NATO is weighing the possibility of stationing a German-Dutch allied corps in the Estonian city of Pärnu, Estonian Minister of Defence Hanno Pevkur told public broadcaster ERR.

A decision could be made by the end of the year, Pevkur said.

The plan calls for building a headquarters complex for 100 to 200 personnel, including command buildings, technical facilities and communications infrastructure.

Pärnu was selected as the preferred location due to its access to a port, airfield, rail links, road network, and its proximity to Riga.

Estonia’s Ministry of Defence has allocated €17 million to construct the required infrastructure.

“This will not only concern our allies carrying out command functions but also Estonian service members, including conscripts,” Pevkur said.

He added that the project held strategic significance for both NATO and the Estonian Defence Forces, and would help improve the Alliance’s response time in the Baltics.

Former Estonian Defence Forces Commander Martin Herem said the deployment would substantially enhance NATO’s ability to implement its defense plans in the region. He noted that investments in the project would have lasting impact.

Germany has already formed the 45th Armored Brigade, which is being stationed in Lithuania.

By the end of 2027, the brigade is expected to include around 4,800 troops and 200 civilian personnel, providing the unit with full operational capability.

The decision to deploy the brigade was taken at the NATO summit in Vilnius in July 2023 and formalized in a roadmap signed in December. Preparations began in 2024.

The brigade’s command will be built around three core combat units: Mechanized Battalion No. 122 from Bavaria, Tank Battalion No. 203 from North Rhine-Westphalia, and the NATO EFP Multinational Battlegroup already deployed in Lithuania. The latter is expected to be integrated into the new structure in 2026.
