Germany will allocate an additional €3 billion in military aid to Ukraine this year, according to a Finance Ministry document seen by Reuters news agency.

The outgoing government approved the decision after lawmakers backed a financial reform package the previous day.

The agency notes that for many, the move represents a breakthrough after outgoing Chancellor Olaf Scholz insisted that easing borrowing restrictions was a prerequisite for increasing military aid.

“As uncertainty grows about the future of U.S. security guarantees under President Donald Trump, European states are under increasing pressure to show their commitment to Ukraine in its war with Russia, including with military spending,” — the report notes.

Finance Minister Jörg Kukies informed the German parliament’s budget committee that the requirements for approving additional funding had been met.

In the letter, the ministry agreed to an additional allocation of €2.547 billion in additional spending for 2025. Together with other amounts, including reimbursement from the European Peace Facility, Germany will provide Ukraine with €3 billion in total.

From 2026 to 2029, Germany plans to commit an additional €8.252 billion, bringing total military aid pledges to over €11 billion. The budget committee is expected to approve the allocation on March 20, pending Bundesrat’s approval of the constitutional reform.

The Reform

On March 18, the Bundestag passed a historic bill allowing Germany to invest up to €1 trillion in the military and infrastructure by bypassing the country’s constitutional “debt brake.”

Previously, this rule limited government borrowing, ensuring that the state only spent as much as it earned. The reform now allows budget spending beyond the debt cap for defense and federal state needs.

Germany also delivered a new batch of military aid to Ukraine, which included armored and specialized vehicles, anti-aircraft systems, ammunition, and other weapons.
