D&M Holding, Ukroboronprom Sign Deal on Chemical Production for Artillery Ammunition

U.S.-based D&M Holding and Ukraine’s state defense conglomerate, the Ukrainian Defense Industry (Ukroboronprom), have signed an agreement to produce chemicals used in propellant charges for artillery ammunition.

The deal was announced in a D&M Holding’s press release.

The agreement was signed on July 11 during the Ukraine Recovery Conference in Rome by Oleh Hulyak, Director General of Ukroboronprom, and Daniel Powers, CEO of D&M Holding. The signing was also attended by Keith Kellogg, the Special Envoy for Ukraine.

The single-base propellant to be manufactured at a new facility in the United States will be used in the production of artillery ammunition, including 155 mm shells.

“We must gradually transition from large-scale purchases to our own production to meet urgent needs. Equally important is that the facility will operate in a secure area. Our cooperation with American defense firms will continue in other areas,” Hulyak said.

Partnership with D&M Holding

In October 2024, D&M Holding and the Ukrainian Defense Industry signed an agreement on joint production of ammunition and specialty chemicals.

A month earlier, in September, the company opened an ammunition production facility in Ukraine.

The company has since completed construction of a new plant, expanded output, and is ramping up capacity.

D&M Holding does not oversee ammunition production directly, but acts as a technology partner and developer. It provides turnkey solutions for government and commercial clients seeking large-scale engineering and manufacturing capabilities, including equipment design, production, and technical consulting.
